1inch has deployed Aqua, a shared liquidity layer that lets providers advertise capital across multiple DeFi protocols without locking funds into any single pool. The core mechanic inverts the standard AMM model: assets stay in the provider's wallet until a trade settles, rather than sitting idle inside a protocol's liquidity contract.

The overbooking analogy the protocol uses is precise. A provider with $10,000 in a wallet can broadcast $10,000 in available liquidity to three separate protocols, showing $30,000 in apparent depth across those venues. Only $10,000 in simultaneous fills can actually clear, however—the system constrains execution to real wallet balance. After each fill, outstanding quotes reprice against what remains.

Atomic settlement enforces the constraint. If an incoming swap order would exceed the wallet's live balance, the transaction reverts on-chain before any funds move. A 1inch spokesperson said: "If a swap would exceed the actual balance, it reverts atomically." No partial fills leak capital beyond what the wallet holds.

Access is permissioned at the resolver level. Aqua is open to resolvers who hold a 1inch-issued credential—not every protocol on the network qualifies out of the gate. That design keeps the registry from becoming an open free-for-all while the system establishes liquidity depth and resolver behavior.

The protocol ships with four integrated components: a generalized on-chain registry, wallet-backed AMM strategies, atomic settlement and a consumer-facing position management interface. The registry is the key coordination layer—it tracks which wallet balances are available to which strategies and routes quotes accordingly without requiring capital to migrate between contracts.

Aqua is live across 13 EVM-compatible chains as of the launch announcement. The chain list includes Ethereum mainnet, Arbitrum, Base and BNB Chain, along with Robinhood Chain. Deploying across that many networks simultaneously puts Aqua in contact with most of the venues where professional market makers already operate, from Uniswap v3 pools on Arbitrum to Base's growing DEX volume.

The capital efficiency argument is real, though it depends on activity patterns staying uncorrelated across venues. If a provider's $10,000 is rarely demanded on more than one protocol at the same time, effective utilization of that capital rises without requiring additional collateral. If multiple protocols call the same balance simultaneously, only one fills and the rest revert. The system performs best when a market maker's exposure is spread across protocols that trade different pairs or at different times of day.

To drive adoption, 1inch is proposing an incentive package pending tokenholder approval. The proposal asks for 500,000 USDC and 10 million 1INCH tokens—worth approximately $830,000 at the time of the announcement—earmarked for liquidity growth and swap activity across supported pairs. The vote is not yet final, and the funds do not deploy until the governance process clears.

The announcement lands against a backdrop of internal turbulence at 1inch. Anton Bukov, a co-founder of the protocol, said earlier this month that he was dismissed in Nov. 2025 after pushing for changes to the company's management and operations. Bukov said he was "fired" following that push. 1inch has not publicly addressed the specifics of his departure, and Bukov's account represents his stated position. The governance vote on the Aqua incentive package will be the first major on-chain action since that disclosure.

The liquidity fragmentation problem Aqua targets is structural across DeFi. Capital locked in one protocol's pool is unavailable to any other, which means total accessible liquidity across an ecosystem is roughly equal to the sum of individual pool TVLs—often far less than the aggregate wallet balances of active market makers. Aqua's registry model tries to close that gap by treating the wallet as the unit of liquidity, not the pool. Whether the model scales depends on how many credentialed resolvers participate and how tightly correlated demand across supported protocols turns out to be in practice.

The 1INCH token's role in the incentive program ties governance participation directly to the protocol's adoption rate. If the vote passes, token holders who approve the allocation are effectively betting that Aqua generates enough swap volume to justify the $830,000 in emission cost. That makes the upcoming vote a concrete signal about how the existing 1inch community assesses the protocol's commercial prospects.
