House Majority PAC and House Majority Forward, the two main Democratic outside spending groups, raised $230 million in the third quarter—the best quarter in either organization's history, according to HMP President Mike Smith.

The haul reflects Democratic confidence heading into the final stretch. With 100 days until Election Day, HMP said the money ensures competitive campaigns across the country, with the group making what it called historic investments in digital and television reservations nationwide.

Democrats argue the political environment is shifting in their favor. Republican incumbents and candidates have begun sounding alarms in districts President Trump won by double digits, signaling perceived vulnerability in GOP-held seats. Large numbers of Republican incumbents are also retiring ahead of November, Democratic strategists said.

Democrats have centered their message on lowering costs and tackling corruption, framing Republicans as having raised costs and initiated new conflicts. The party has maintained discipline around these themes as it seeks to regain the House majority.

For the entire 2024 cycle, HMP raised approximately $260.5 million and allocated $195.7 million to independent expenditures—advertisements explicitly advocating for the election or defeat of federal candidates.

The fundraising advantage represents a significant shift from early 2024. At the same point last cycle, the Congressional Leadership Fund, the main Republican House super PAC, held only a $22 million advantage over HMP. HMP was formed in April 2011 following the Citizens United Supreme Court decision, with the stated goal of countering Republican outside spending.
