ExxonMobil's Joliet, Illinois refinery experienced a total power outage on Monday, Sept. 14, 2026, forcing the facility offline. The shutdown disrupts a major source of gasoline and diesel for the Midwest, with the refinery capable of processing 275,000 barrels of crude oil per day.
An ExxonMobil spokesperson confirmed the power failure and subsequent shutdown. Power was restored later that evening, but the company was still assessing refinery units and indicated that a full return to normal operations was not immediate.
The Joliet facility accounts for approximately six percent of total Midwest refining capacity. Its output of roughly 11 million gallons per day directly contributes to the regional fuel supply.
The timing is critical: U.S. refining fleets are operating at nearly 98 percent utilization nationwide, with Midwest refiners running above 100 percent of their reported operable capacity, according to Stuart Turley, president and CEO of the Sandstone Group. This leaves virtually no slack in the system when a major facility unexpectedly goes offline.
Turley noted that the bottleneck in petroleum markets is increasingly focused on refining capacity rather than the availability of crude oil.
This is not the first crisis at Joliet. In July 2024, a severe storm caused a power outage that forced the facility into an emergency shutdown for several weeks. That outage prompted the Environmental Protection Agency to issue an emergency fuel waiver for Illinois, Indiana, Michigan, and Wisconsin, addressing gasoline supply shortages.
From a fixed-income perspective, the market implications are material. Diesel and gasoline price spikes feed directly into the Consumer Price Index. With refining capacity already constrained, even temporary disruptions can push inflation expectations higher, delaying or eliminating the Federal Reserve's path to rate cuts. Higher energy costs increase duration risk for bond portfolios by extending the timeline for monetary easing.
Diesel, in particular, is sensitive to refinery disruptions given its critical role in transportation and industrial sectors. Cost increases pass through to freight, affecting a wide range of goods and reinforcing inflationary pressures across the economy.
The structural tightness in refining capacity means that unscheduled outages like Joliet translate quickly into supply concerns and price volatility.
