A separate, lower tier offers fan funding and other features but no cut of ad revenue. That tier requires 500 subscribers, three recent public videos and either 3,000 watch hours in 12 months or 3 million Shorts views in 90 days.
Both tiers fall under the YouTube Partner Program, available in more than 120 countries as of 2026. Creators must reside in a supported region to qualify.
Meeting the subscriber and watch-hour thresholds does not guarantee admission. YouTube retains discretion to reject applications based on a channel's adherence to content guidelines.
The platform defines inauthentic content as re-uploaded videos, compilations without added commentary or slideshows lacking original value. Channels found in violation can be removed from the program.
Tools from companies such as TubeBuddy—including its Keyword Explorer feature—help creators analyze country-based search interest to inform content strategy.
Creators in ineligible regions are advised to build subscriber counts and watch time with policy-compliant content, positioning themselves to apply if YouTube expands access to their countries.
