The U.S. Treasury's Financial Crimes Enforcement Network (FinCEN) blacklisted MEXC, a top 20 cryptocurrency exchange, for processing over $16 billion in illicit financial activity. The order designates MEXC as a "hub for sanctioned actors" and cites its role in facilitating transactions for entities in Iran, Russia, and North Korea. U.S. financial institutions are now prohibited from engaging in any transmittal of funds to or from MEXC Global.

Following the FinCEN order, MEXC users across multiple platforms report deposit holds. OKX has flagged and frozen funds originating from MEXC-linked addresses, citing compliance with the Treasury order. Users claim their funds were frozen under the explanation of originating from a "potentially high-risk address," even as they describe themselves as ordinary traders moving assets between exchanges.

OKX founder and CEO Star Xu acknowledged a 30-day transition period in the FinCEN order but said the exchange did not wait to strengthen controls. "OKX treats FinCEN special measures with a level of caution similar to sanctions," Xu said. Under these compliance protocols, funds associated with affected platforms may be frozen and related accounts could face further investigation. Xu advised users to avoid direct transfers from MEXC.

MEXC CEO Vugar Usi said the exchange's operations continue smoothly despite increased withdrawal volumes. Usi confirmed MEXC is working with analytics providers, including Elliptic, to remove the special risk classification from its addresses and restore them to the "exchange" category. "I would like to stress that we take the concerns raised in FinCEN's order seriously," Usi said. "We intend to engage constructively with FinCEN and have begun an independent review of our AML and sanctions controls."

Before FinCEN's designation, MEXC had already suspended support for users in Russia and Belarus. The exchange also saw a surge in tokenized trading activity in September, with AI asset spot volume jumping 88 percent and tokenized U.S. stock spot volume climbing 81 percent.

The action leaves MEXC users across the broader ecosystem questioning whether prior interactions with MEXC addresses will trigger future compliance blocks on other platforms.
