The Central Bank of Ireland fined Coinbase Ireland 3.6 million euros for failing to properly segregate and adequately fund customer assets, mixing client funds with group accounts in violation of licensing requirements.

The breaches exposed customer capital to operational risk—the core failure that ring-fencing rules are designed to prevent. Proper segregation ensures client funds remain protected even if the exchange itself becomes insolvent or faces financial distress.

Coinbase Ireland operates as a Virtual Asset Service Provider (VASP) under Central Bank licensing. The regulatory framework requires strict separation of customer and company funds, with client assets held in fully funded, readily identifiable accounts.

The penalty reflects the regulator's assessment that underfunding and commingling constitute material non-compliance. The Central Bank did not disclose the duration of the breaches.

Coinbase said it remains committed to regulatory compliance and working with authorities to establish clear crypto industry frameworks.
