ZCASH's development fund, holding 63,962 ZEC tokens now worth approximately $95 million, has triggered a governance debate among venture investors and protocol founders over its future as it approaches its 2028 expiration.

Haseeb Qureshi, managing partner at Dragonfly, proposed winding down the fund in an X post Friday, arguing it is already large enough to support remaining development work and should be the final issuance. Qureshi cited politicization risk as the treasury approaches $100 million.

The fund operates as a protocol development mechanism, accruing 0.1875 ZEC per block under the NU6 upgrade—equivalent to 12 percent of the block subsidy. The balance remains outside circulation until the Zcash governance structure disburses it.

Matt Huang, Paradigm founder, countered that maintaining the fund remains critical given advances in AI cyber capabilities and quantum computing progress. In a Wednesday X post, Huang argued the fund's long-term importance outweighs near-term governance concerns.

The two investors also diverged on governance structure. Qureshi backed a partial model with token-holder-elected temporary councils rather than pure token holder voting. Huang echoed that concern, warning pure token governance could introduce "unpredictability that could limit long-term trust as a monetary asset," and proposed a hybrid oversight model.

Maxime Desalle, investment analyst at Winklevoss Capital, took a harder line. In a Thursday X post, Desalle called for complete elimination of the development fund, arguing it would resolve all governance disputes. In a Sept. 9 post, Desalle claimed the fund risked compromising Zcash's security by recreating welfare-state-like bureaucracies and dependencies.

Zcash founder Zooko Wilcox defended the fund's track record. In a Sept. 1 X post, Wilcox said the Zcash Community Grants Committee—a component of the fund—proved crucial for the protocol's survival and growth. On Sept. 14, Wilcox clarified that the grants committee represents 40 percent of total fund disbursements.

The debate follows recent Zcash governance actions, including community approval for 25-second blocks and a vote to maintain the ZEC halving schedule.
