The Zcash development fund has become a flashpoint within the protocol's community after its value surpassed $95 million, driven by a rally in ZEC. Haseeb Qureshi, managing partner at venture firm Dragonfly, proposed winding down the fund after its current expiration in 2028.
"I'm of the opinion that this should be the final Dev Fund," Qureshi said in a Friday X post. He argued the fund is sufficiently large to cover remaining Zcash development work and risks becoming "politicized" as its value approaches $100 million.
The development fund currently holds 63,962 ZEC tokens, valued at approximately $95 million according to ZecStats. It accrues 0.1875 ZEC per block—12 percent of the block subsidy under the NU6 upgrade—with tokens held outside circulation until governance approves disbursements.
Paradigm founder Matt Huang countered Qureshi's proposal in a Wednesday X post, arguing the fund's continued existence is critical "in this age of AI cyber capabilities" and rapid quantum progress.
Beyond the sunset debate, governance structure divides the community. Qureshi opposes transitioning the fund to "pure token holder voting," instead supporting a model where token holders elect temporary councils to oversee disbursements. Huang agreed on this point, warning that pure token governance could introduce "unpredictability that could limit long-term trust as a monetary asset," and proposed a hybrid governance model.
Maxime Desalle, an investment analyst at Winklevoss Capital, pushed for eliminating the development fund entirely. In a Thursday X post, Desalle argued this would resolve all governance disputes surrounding it. In a Sept. 9 post, Desalle contended the fund risks compromising Zcash's security by replicating "dependencies and bureaucracies often seen in welfare states."
Zcash founder Zooko Wilcox provided historical context in a Sept. 1 X post, crediting the Zcash Community Grants Committee as a primary factor in Zcash's development. Wilcox later clarified on Sept. 14 that the committee represents only 40 percent of the total development fund.
The Zcash community has demonstrated governance engagement in recent votes. Holders opted to maintain the ZEC halving schedule and approved a proposal to reduce block times to 25 seconds.
