China's copper market is facing acute supply tightness ahead of the Oct. 1-7 National Day holiday, driven by raw material scarcity that is blocking the typical pre-holiday inventory build by downstream processors.

Refined copper retail inventory in China stood at 80,700 tonnes as of Sept. 28—a historically low level for this period. The constrained buffer means normal smelter output flows directly to customers with minimal warehouse inventory buildup.

A Mysteel survey of 30 copper smelters found all plan to maintain normal production during the holiday to avoid restart costs. However, only four of the 30 smelters reported normal finished product inventory levels. Most indicated little to no copper in stock, with production and shipments tightly synchronized. Some material was already pre-sold, absorbing available supply immediately.

The supply constraint originates in raw material availability. Mysteel's imported copper concentrate spot treatment charge (TC) index reached -$224.63 per dry metric tonne as of Sept. 24. This negative charge—indicating smelters are paying to accept concentrate—reflects extreme tightness in feed supply and inflicts substantial losses on smelter margins.

Decline in by-product sulfuric acid prices has removed an important profit cushion for smelters. Tax policy adjustments in China's scrap market have also limited compliant scrap supply, reducing its ability to substitute for primary raw materials.

Production losses directly tied to raw material tightness and declining feed grades reached 33,000 tonnes in August and 35,000 tonnes in September, according to Mysteel. The firm projects monthly production reductions approaching 90,000 tonnes in the fourth quarter of 2026.

Downstream processors—52 copper rod makers, 15 copper foil makers, 14 copper tube makers, and 10 copper bar makers—show divergent responses. Some east China enterprises maintained production during the holiday while reducing specific lines, according to Shanghai Metals Market (SMM). The average holiday duration for sampled enterprises was 3.3 days, 0.6 days shorter than last year, indicating efforts to sustain operations despite tightness. However, high spot premiums have generally limited pre-holiday stockpiling by end-users.

A counterpoint emerged in regional demand. SMM noted that purchasing sentiment weakened in North China as pre-holiday restocking concluded, causing spot premiums there to trend lower. This regional softness offers limited relief against the broader supply-driven premium structure.

Global copper markets steadied as investors tracked potential supply shifts during the Chinese holiday. The combination of limited inventory, constrained raw material availability, and deteriorating smelter economics leaves the market with minimal supply flexibility entering the holiday week.
