Agencies can access Claude's coding and analytical capabilities while maintaining compliance with federal security standards. New features will roll out on Anthropic's standard commercial release cadence.

The business model hinges on administrative control and predictable spending. Anthropic implemented usage-based pricing without seat fees. Agencies pay in fixed increments with hard spend caps, allowing them to lock budgets within obligated amounts. Administrators set user tiers with specific spending and model limits, track consumption in real time, and receive burndown alerts.

The governance architecture reflects how government actually operates. Department-level administrators allocate prepaid usage to sub-agencies; each manages its own users. Agencies connect identity providers for single sign-on through a self-serve admin portal. SCIM group mappings establish rate limits, dollar caps, and allowed models per tier.

Audit trails and two-person approval for sensitive operations on Anthropic's infrastructure address compliance requirements. Claude Code CLI and Claude for Microsoft 365 are entering early access within the same FedRAMP High environment, extending capabilities into government software development and productivity workflows.

The move positions Anthropic against entrenched players. Palantir and similar defense-tech vendors have dominated federal AI spending by combining technical capability with existing government relationships.
