The Zcash development fund has become a central point of contention within the community after its value surged past $96 million. The increase, driven by a rally in the ZEC token, has intensified discussions surrounding the fund's governance and fate ahead of its scheduled expiration in 2028.
The fund, also known as the lockbox, held 63,962 ZEC tokens valued at approximately $96.5 million according to ZecStats. It operates as a protocol development mechanism, accruing 0.1875 ZEC tokens per block—representing 12 percent of the block subsidy under the NU6 upgrade. The balance remains outside active circulation until disbursed through governance processes, making its control a critical discussion point.
Haseeb Qureshi, managing partner at Dragonfly, proposed winding down the fund after its 2028 expiration, arguing it is sufficiently large to cover remaining development work. He contended the fund risks becoming "politicized" as its value approaches $100 million and suggested token holders should elect temporary councils to oversee it rather than exercise pure token holder voting.
Matt Huang, founder of Paradigm, offered a contrasting view, arguing the fund's continued importance, particularly "in this age of AI cyber capabilities" and during rapid quantum progress. Huang proposed a hybrid governance model integrating additional forms of oversight, warning that pure token holder governance could introduce "unpredictability that could limit long-term trust as a monetary asset."
Maxime Desalle, an investment analyst at Winklevoss Capital, presented a more radical solution: eliminating the development fund entirely to resolve all associated governance disputes. Desalle previously argued the fund could compromise Zcash's security and might foster dependencies similar to welfare state bureaucracies.
Zcash founder Zooko Wilcox defended the role of the Zcash Community Grants Committee, crediting it as a primary factor in Zcash's survival and growth. Wilcox clarified that this committee accounts for 40 percent of the overall development fund.
The Zcash community has previously engaged in significant governance decisions, including backing 25-second blocks and voting to maintain the ZEC halving schedule. The fund's 2028 expiration date serves as a firm deadline, with the ongoing ZEC token rally continuing to amplify the fund's value.
