Oracle is seeking two gigawatts of renewable energy in New Mexico for its Stargate data center project, a $165 billion AI infrastructure initiative developed with OpenAI. The procurement represents a significant shift from the original design, which relied on conventional gas turbines and diesel generators.
The project, known as Project Jupiter, sits in southern New Mexico near the Texas border. Oracle and OpenAI announced in spring a pivot to a 2.45 GW microgrid powered entirely by Bloom Energy fuel cells—equipment that runs on fossil gas but produces less nitrous oxide than traditional turbines. That pivot has not satisfied local opposition. The project now faces significant resistance over air quality, noise and water resource concerns.
The central chokepoint is an air quality permit. Environmental groups have filed multiple legal challenges, and the New Mexico Supreme Court paused permit proceedings in late August. A key uncertainty: the "Green Chile Project," a planned fossil gas pipeline developed by Energy Transfer that would supply roughly 400 million cubic feet per day to the fuel cells. The New Mexico state land commissioner denied the pipeline's application for rights-of-way across state trust lands, leaving its future unclear. Project opponents argue the data center permit is premature without confirmation of fuel supply.
Oracle's renewable procurement will prioritize solar, wind and other technologies with accelerated timelines, expecting projects to come online between 2027 and 2031. The company will also publish a public dashboard of environmental data and spend $1 million on carbon capture and sequestration research to pair with the fuel cells.
The move reflects industry-wide tension. Gas-fired data center capacity nearly doubled in the first half of this year in the U.S. yet developers increasingly tout renewable commitments for long-term advantages and local support. Oracle's scale—seeking renewables equal to the data center's capacity—signals how capital-intensive AI infrastructure is becoming, and how permitting delays and community opposition can force major operators to rethink energy strategies mid-project.
