Hunter Biden will launch $LAPTOP, a meme coin, Wednesday on Base, the Coinbase-backed Ethereum layer-two network.

1 billion $LAPTOP tokens will be issued. Biden and co-founders hold 30 percent, locked for six months and vesting over two years.

20 percent goes to two airdrop batches targeting $TRUMP meme coin holders who took losses. An additional allocation targets Substack subscribers and Andrew Callaghan's mailing list.

20 percent is reserved for liquidity and operational needs. The final 30 percent faces a deflationary burn triggered by 30 external conditions—a Democrat winning the 2028 presidential election, Bitcoin reaching a new all-time high, or $LAPTOP surpassing $TRUMP's valuation.

Meme coins lack underlying protocol or utility. Value stems entirely from social sentiment and hype; prices can swing violently.

Biden has positioned himself as a crypto advocate. On June 5, he posted on X: "Fiat is a sham, the banking class is corrupt, decentralized digital currency and the blockchain are the inevitable future." He added that "the incumbents will fight it to the death" and criticized Trump's initiatives as a "distraction."

The token's name references Biden's laptop, left at a Delaware repair shop in 2019. Its contents surfaced in October 2020. Biden addressed the device in a July Substack post, writing: "So. The laptop. Here is what was on it. Twenty years of my life, or a version of it. Messages sent at hours that don't belong to anyone sober. Photographs I would never have taken in daylight. A record of every way a body can fail its owner when the owner has stopped trying."
