WASHINGTON — Ripple CEO Brad Garlinghouse is pressing the Senate to advance H.R. 3633, the Digital Asset Market Clarity Act of 2025, after an Aug. 19 White House meeting with President Donald Trump, federal regulators, and crypto executives signaled the administration's commitment to establishing U.S. leadership in digital assets.
Garlinghouse posted on X on Sept. 3 that making America the crypto capital "is within reach — let's finish the job." CFTC Chairman Michael S. Selig echoed the message, saying Trump's leadership ensures "the new frontier of finance is built on American soil."
The Aug. 19 gathering included Garlinghouse, Selig, SEC Chairman Paul Atkins, and executives from Coinbase, Kraken, Robinhood, Nasdaq, and Intercontinental Exchange. Trump declared his administration had ended the "war on crypto" and said the regulatory clarity linked to digital asset investment, employment, and domestic technological development was essential.
Selig stressed that the United States must set rules for the next generation of financial markets rather than ceding that power to other nations.
H.R. 3633 would establish a federal framework determining which digital asset activities fall under CFTC commodities oversight or SEC securities oversight. The bill specifies how trading platforms can operate under federal rules and would affect blockchain networks, tokens, digital wallets, exchanges, and decentralized applications.
Garlinghouse has spent seven years pushing for federal clarity. The bill now approaches a Senate procedural vote, marking Ripple's demand shifting from congressional appeals to direct White House and regulatory engagement.
