An Optimism-funded development team flipped a live governance vote in its final minutes on Aug. 21, 2026, approving a plan to pull 546.9 million OP—roughly 12.7 percent of total supply—out of the user airdrop allocation and into a Foundation-controlled Strategic Ecosystem Fund. At the time the vote closed, that pool of tokens was worth approximately $49.7 million.
The team responsible is Test in Prod, identified on-chain as delegate.testinprod-io.eth. It has developed OP Stack components since 2022, earned a new 12-month seat on the Optimism Security Council in June and is fully funded by the Optimism Collective—the same governance body whose vote it ultimately decided.
Before Test in Prod acted, the proposal was losing. The running tally showed 45.77 percent in favor with 16 minutes and 52 seconds left on the clock. The team then cast 8.486 million OP, drawn from voting power delegated by 798 addresses. That single position lifted the approval rate to 61.84 percent. The final on-chain count was 17.974 million OP in favor against 10.931 million opposed. Without the late position, support would have finished at 46.47 percent and the reallocation would have failed.
Voting power was snapshotted on Aug. 13 at block 155,526,433—one week before the vote closed—meaning Test in Prod's full weight was locked in days before anyone could counter-mobilize.
The approved proposal redesignates the 546.9 million OP as a Strategic Ecosystem Fund administered by the Optimism Foundation. The Foundation's stated intent is to use those tokens to back enterprise partnership deals, on-chain incentives and institutional onboarding agreements for OP Mainnet and its institutional product arm, OP Enterprise. The Foundation argued that broad user airdrops suited an earlier, user-acquisition-focused phase and no longer fit Optimism's institutional direction.
The Foundation proposed to report cumulative deployments from the fund through its annual budget report, rather than on a per-deal basis. That reporting structure became one of the sharpest points of contention among dissenting delegates.
L2BEAT objected publicly, citing the open-ended authority granted to the Foundation over the fund and the absence of a clear accountability mechanism tied to specific expenditures. L2BEAT framed the concern as structural: a Collective-funded delegate casting a decisive vote on a proposal that expands Foundation discretion creates a direct conflict of interest, regardless of whether the individual decision is sound.
The tension is compounded by Test in Prod's position. It is not an independent voice in Optimism governance—it receives its operating budget from the Collective and its Security Council seat was renewed by the same governance process it just steered. Delegates questioned whether a Collective-funded team should hold enough delegated voting power to unilaterally determine the outcome of a $49.7 million token reallocation.
Optimism has sent 269.1 million OP to users across its first five airdrops. Those distributions are unaffected by the vote. The Foundation said no additional airdrops are currently planned, a statement that now carries more weight given that the remaining dedicated airdrop reserve has been formally redirected.
The token traded at $0.1009 on Aug. 21, giving it a market cap near $231 million. OP rose 9.3 percent in the 24 hours surrounding the vote. The 546.9 million OP in the Strategic Ecosystem Fund represents more than twice the circulating value implied by that market cap ratio—it is one of the largest single token pools in Optimism's treasury accounting.
The mechanics of the outcome expose a recurring vulnerability in delegated governance: a well-resourced insider with a large delegated position can wait until opposition mobilization is no longer possible, then act in the final window. The snapshot date locks voting weight a week before the deadline, but it does not lock the timing of when that weight is deployed. Test in Prod used the full period to observe the trajectory, then intervened at the point where reversal was mathematically impossible before the vote expired.
Optimism Foundation's next formal accountability moment on the Strategic Ecosystem Fund is its annual budget report, where it has committed to disclosing cumulative deployments. No per-deal disclosure requirement exists in the approved proposal text.
