Optimism governance approved the redirection of 546.9 million OP tokens—12.7 percent of total supply—from airdrop reserves to a Strategic Ecosystem Fund administered by the Optimism Foundation.
The on-chain decision hinged on a late vote from Test in Prod, a development team funded by the Optimism Collective. With fewer than 17 minutes remaining in the voting period, Test in Prod cast 8.486 million OP in support. That single position flipped approval from 45.77 percent to 61.84 percent. Without the intervention, final support would have been 46.47 percent. The vote closed with 17.974 million OP in favor and 10.931 million against, representing voting power delegated by 798 addresses to Test in Prod.
Test in Prod, identified on-chain as delegate.testinprod-io.eth, has developed OP Stack components since 2022 and secured a 12-month term on the Optimism Security Council in June.
The Strategic Ecosystem Fund will back partnership deals, on-chain incentives and institutional onboarding agreements for OP Mainnet and OP Enterprise. The Optimism Foundation advocated for the reallocation, stating that broad user airdrops no longer align with its institutional strategy. The Foundation committed to reporting cumulative deployments in its annual budget report.
The governance action does not affect the 269.1 million OP already distributed across five airdrops. Optimism's Foundation clarified that no further user airdrops are currently planned.
Delegates raised concerns about the fund's oversight. L2BEAT specifically objected to what it described as open-ended authority granted to the fund.
At the vote's close on Aug. 21, 2026, OP traded near $0.1009, up 9.3 percent over the preceding 24 hours. The token's market value stood at approximately $231 million.
