WASHINGTON — The Cook Political Report on Monday moved Rep. Max Miller's (R-OH) congressional seat from Likely Republican to Toss-Up, a sharp downgrade driven by mounting political fallout from domestic violence allegations made by his ex-wife.
The shift marks the second rating change for Miller's district this cycle. Inside Elections in June moved the seat from Solid Republican to Likely Republican. Cook followed with the same adjustment that month before delivering Monday's steeper cut.
Calls for Miller's resignation have grown as the allegations continue to draw attention, complicating his path to November.
The seat is one of several competitive Ohio contests reshaping the state's congressional map. Democratic Reps. Marcy Kaptur and Greg Landsman are also running in redrawn districts, with Cook rating Kaptur's race a toss-up and Landsman's as Lean Democrat.
Ohio GOP consultant Matt Dole said the state's competitive environment reflects Trump fatigue, pointing to the president's approval ratings and voter frustration over the economy and the war in Iran. Dole also cited broader exhaustion with Republicans in a state where the party has held every statewide partisan office since 2010.
