Virginia Democrats Pick Luria for Kiggans Rematch in Key House Race

Former two-term Rep. Elaine Luria secured the Democratic nomination Tuesday in Virginia's 2nd Congressional District, setting up a high-stakes general election rematch against Republican incumbent Rep. Jen Kiggans.

Luria held the seat for two terms before narrowly losing to Kiggans in the 2022 midterms. The 2nd District, encompassing Virginia Beach and surrounding areas, is a closely watched battleground that has swung between parties.

Luria entered the primary in November 2023, joining a four-way Democratic field. She was widely seen as the favorite.

Her campaign raised nearly $4.7 million, outpacing her primary challengers and giving her a substantial war chest for the general election.

During her 2022 campaign, Luria focused on defense policy — a natural fit in a district with a heavy military presence — and avoided highlighting President Biden's $1.5 trillion Build Back Better spending plan despite having voted for it, a strategy aimed at centrist voters.

Kiggans now faces a well-funded opponent with prior congressional experience. Democrats view the seat as a prime pickup opportunity as they work to reclaim the House majority.
