Federal prosecutors arrested Yupeng Sun, 33, of Andover, Massachusetts, on Wednesday, charging him with fraudulent voter registration and voting in the 2024 presidential election. The U.S. Attorney's Office for the District of Massachusetts announced the charges, which stem from an alleged scheme to impersonate another Chinese national.

Sun allegedly registered the victim to vote and cast a ballot under that identity. Federal investigators interviewed Sun in July, where he admitted to his involvement. When presented with the victim's voter registration information, Sun said, "I tell you the truth, I register." After being shown a photograph of an early voting ballot envelope submitted at Malden City Hall on Oct. 31, 2024, Sun allegedly stated, "I used his name to vote."

Massachusetts voter records confirm the ballot cast under the victim's name was accepted for the 2024 presidential election.

Investigators allege Sun orchestrated a broader plot against the victim and his wife. Sun had previously rented a room from the couple in Malden.

Sun allegedly impersonated both the victim and his wife in immigration documents, submitting requests for them to abandon their legal permanent resident status. The couple's green cards were confiscated and they faced removal proceedings when they returned from an international trip in June 2024. An immigration judge restored their legal permanent resident status in January 2026 after finding their testimony credible and receiving forensic evidence confirming they had not signed the fraudulent forms.

Federal investigators say Sun also submitted anonymous tips to Homeland Security Investigations and U.S. Citizenship and Immigration Services falsely accusing the victim of illegally voting in 2024. Sun acknowledged sending these reports during his interview, saying, "I went to post office and, uh, to report the father vote."

Assistant Attorney General Harmeet Dhillon said the Department of Justice is pursuing every alleged illegal voting lead. Dhillon warned that noncitizens who vote face prosecution and exclusion from the U.S. characterizing the approach as a shift from past administrations.
